start problems

when i will start the game it gives me a message:application failed to launch.

the application you are attempting to launch failed to start. this could be the result of it being blocked by windows parental controls/familysafety. please make sure you have access to the application before trying to launch it, or contact support at: www.rokstargames.com/support

please can you help me.I have played the game before so what's wrong?

    je moet gta4 ook met zijn eigen snelkoppeling starten.

    You've got to start GTA IV with it's own shortcut.

    It seems like your parents blocked the program, unblock it in : 

    Control Panel\Users and Parental control\Parental control

    sorry voor het engels maar ik had het eerst op een engelse site gezet en toen gekopieerd en geplakt dat deed het ook niet dus heb opnieuw geinstaleerd nou doet hij het weer maar bedank voor de reacties(Y)
