This page lists the outtakes of Grand Theft Auto Vice City; features that didn't make it into the final, retail version of the game.
Vice Street Racer map
The Vice Street Racer map in the lower level of the Sunshine Garage shows an earlier design of Vice City. Notice that the maps in the trashcans in Angel Pine, San Andreas also depict this unused version, however, in a much smaller resolution.
Notable differences are:
* Fort Baxter Air Base is much larger and includes a whole runway thus being true to its name
* A large part of the beach, including the part where you find the Top Fun-mission 'Bandit Race', is missing.
* The Hyman Memorial Stadium and the Helipad near it are missing
* The Lighthouse and the rocks around it are not in the beta
* Several roads in Downtown are missing, for example, you could not take a straight road from the Docks to the Downtown Ammu-Nation
* The bridge from Leaf Links to Little Havana is bent
* There was a small inlet near the wharf in Vice Port, turning Vice Port into a peninsula
* The Starfish Island features an extended south-western part
* Two of the Starfish mansions featured a "R*" swimming pool
* The Dirt Bike Track to the north of the Downtown is absent
* The Movie Studio area was largely devoid of anything
* As shown in the Sunsine Autos map, the shape of the Junkyard was completely different, probably giving access to boats, however, in the LOD map there is no space between the Junkyard and the Army Base, instead, the room is dominated by a piece of land with a building about the size of the Airport Terminal.
Fort Baxter Air Base
The most notable difference is the airport where Fort Baxter Air Base should be. Fort Baxter Air Base was probably planned to be a large air base, as the name implies. The 'ghost tower' seems to be the control tower of the military runway, however, there is no explanation as to what the other two buildings just north of it and the same size were. You can see the lay out of the original Fort Baxter Air Base by using a trainer with jetpack to fly over the base without the island being loaded or by using any map editor and opening the file "SFISLANDS.IPL".
Unused Characters
Pastor Richards
Pastor Richards was planned as a mission boss, but voice actor David Green died during the production of GTA Vice City, sadly enough. Pastor Richards still can be heard on VCPR: Pressing Issues and is briefly seen in the mission The Party. His filename is CSRich, which shows he did not appear in-game.
Lawyer
"Lawyer" is a model and texture of a character or a pedestrian who never appears in the game. Some think that this is a beta version of Ken Rosenberg, as the lawyer looks sufficiently like him. His filename is Lawyer.
Unused interiors
Several interiors in GTA Vice City are not used.
Love Fist concert hall
Although the concert hall which Love Fist uses in Vice City can be seen in the mission Publicity Tour, the backstage area of the interior remains unseen. It contains some music instruments and a Sprunk drinks machine. Strangely enough, most of the concert hall has a .COL - file.
Howlin' Petes Bike Emporium
Opposite the Greasy Chopper you'll find the clothes store 'Howlin' Petes Bike Emporium'. This store contains a small interior, resembling the interior of the store where the Haitan-outfit spawns. Perhaps a biker-outfit was planned, which would spawn here. The interior is located behind the door and can be entered with a trainer with jetpack. The store does not have a collision file.
Cherry Poppers Ice Cream Factory office
Cherry Poppers Ice Cream Factory contains an unused office behind the back wall of the interior. As Howlin' Petes Bike Emporium, it can be entered with a trainer with jetpack.
Weapon Outtakes
The early screenshots of the game have featured an AK-47, the texture of which may be found in some of the files.
Another weapon, a short MP5, is in the files of the game and could be reactivated.
Vehicle Outtakes
The beta Police Cars were white with red and blue stripes.
Infernus was built completely differently.
Misc beta stuff
For unknown reasons, the radar icons of radio stations are present in HUD.txd.
The Beta has possibly featured San Andreas-like system of multiple possible loading screens, which are in the /txd directory.
The /TXD directory also has the file News.txd, which is the GTA III news report and Splash3.txd, which is an empty file with unknown reason for existance.
Tommy's T-Shirt was much bluer in the beta stages.
One of the earliest screenshots featured a satellite radar map.
The SWAT members looked much less realistic.
The markers were blue.
There was a larger possibility of a rain that was more like a tropical storm.
