Nee. Ondanks dat het spel gratis te downloaden is, is het niet toegestaan om het spel zelf te verspreiden. Uit de EULA van Grand Theft Auto op Rockstar Classics:

You are expressly prohibited from transmitting the Software electronically or otherwise over the Internet or through any other media or to any other party.
