Map0 is een geheel lege map met 175 'General Purpose'-zones. Deze map is bedoeld voor GTA2modders die een probleem hebben met het plaatsen van zones, bijvoorbeeld ten gevolge van een te nieuw besturingssysteem zoals Windows XP. Door je eigen map in dit level te kopiëren heb je een groot aantal zones ter beschikking. De zones staan in een net raster, hebben allemaal een eigen nummer en zijn uiteraard naar believen aan te passen.
