For SA-MP will count some mods too, like car mods or other texture mods. So, for the game SA-MP itself, are no mods. If you want some objects, you can make a script for a gamemode with the 'CreateObject' settings.

Well, look around at the SA-MP Forum, there are a lot of downloadable gamemodes. The only thing you have to do, is delete al the 'AddStaticVehicle' lines.
